Milley is a product of the DOD Plunger Affect. shite surrounds itself with like shite as it moves up the piping. When the shite gets clogged at the top of the piping, they bring in a plunger to clear the piping, but some shite remain and continues to float on top. Milley is a great example of that and other Flag Officer now.
