The U.S. has been negotiating with Iran on nuclear non-proliferation for many years now to no avail. So I can only assume by "normalize" you mean give up any hope of preventing Iran from developing nuclear weapons and I have no doubt that is exactly what they are trying to do
Can you blame them, if they get Nukes they know we won't invade and let's honest we screwed over Iran constantly for so long prior to the revolution that they have a reason to be paranoid, hell the only reason the religious zealots gained a foothold in the first place is because we helped the shah suppress all the secular dissent.

You want a win-win which is rare for our government. Offer to lift some sanctions that benefit us as well on Iran in exchange for them removing ISIS from the face of the earth, sit back and watch the show. Iran would love nothing more than to exterminate ISIS and flex some muscle in the region without fearing US reprisal. It also improves our bargaining position with every other country in the region including Israel. Instead we will arm some other group we can fight later.
