It's an extremely simple answer.
ETA: It's because the AP had just called Arizona for Biden. I actually watched it happen in real time as I was tracking Fox, the AP, PBS, and CBS for results.
Fox doesn't really do journalism, they do opinion. They are dependent on the AP (and other journalists) for actual journalism.
