No.

If they get foodstamps or section 8 or anything like that, they should have ti have Norplant implanted until they're off it.

Sounds like a good way to end up with a society full of old people with no one to care for them.

Exactly.

If congress decides it can restrict one group of people from having children, it can decide another group of people cannot have children.

Today, it's welfare recipients. Tomorrow it might be Christians.
