I failed to mention that a personal/biz friend performed the cost study for Chevron over 20 years ago to decommission, demolish and remediate the soil at Chevron's flagship refinery at El Segundo. Chevron was tired off all the pissant fines and lawsuits from state and local government. All government backed TF off
