There’s some truth to that. The Brookside, AL ticket-writing and vehicle confiscation racket made national news.

However, three police officers in Decatur, AL were fired this week for violating procedure in the shooting death of a suspect (who I believe turned out to be innocent of any crime.) Depends on the case and jurisdiction. I’m no LEO boot licker and I’ve seen many cases of power-tripping and abuse, especially in small town, but there are some departments/chiefs/LEOs who try to be fair and do the job correctly.
