I think this is a misinterpretation, or exaggeration. Saiga 7.62, or even AK, prices haven't skyrocketed, which would be the case if this was going to effect the supply.

Most AKs, if not all, have not been being imported as AK-47s since I don't even know when. A lot of them come in as de-milled "parts kits", which are not considered firearms and therefore not regulated by the ATF. US companies get a US receiver and barrel and reconstruct them into a firearm.

As for the Saigas, they are imported as sporting rifles, and again converted later by US companies.

Now, this could potentially suck for the Milsurp crowd if military type foreign weapons were banned from importation.
