Maybe you need to actually take a look at the report done by MMS. Also, when you cut and past from a website like that, you've got to realize that they're going to use the stats that back up their statement, even though they're just picking and choosing random stats.
The report had to do with damaged pipelines, and the report states that the majority of the spills came from ruptured pipelines. Oil lost from actual oil wells was minimal, if any at all.
