Can't rememver whee I heard this, but why not drop a derelect tanker, or some rustbucket ship directly on the pipe and CRUSH the fooker closed. Not elegant, but more effective than the shite they're not doing now.

Because when your half cocked nana nana booboo idea doesn't work, then they have to try to move a tanker so that they can keep working on it.
