Moratorium solution - everybody wins

What if the owners / lessees of the deep-water rigs petitioned the feds to allow them to start drilling relief wells at their sites? The knowledgeable folks claim that is the only guaranteed way to stop a runaway flow and goodness knows they haven't demonstrated anything successful, yet. They would have to get the second hole close enough to be able to complete the tap in a matter of days instead of weeks or months. Would this be acceptable? It would:
1) Keep people employed.
2) Keep the rigs here.
3) Keep the oil flowing.
4) Provide an acceptable margin of safety against future leaks (especially compared to the near 0 level we have demonstrated now.

BP is already drilling two relief wells. Does that fit your template?

Here is a better suggestion - continue drilling, but only allow the operators to drill to about the intermediate casing depth. The risk of encountering hydrocarbon zones is removed. They can plug the wells temporarily and come back after the six months and drill to production casing depths. Only risk would be shallow gas flows, but not as a great of risks as what we are seeing now.

Not what I'm talking about. It will be months before those wells connect to the gusher. I mean the wells that are idle now should drill their own relief wells as a way to stop a runaway flow in short time should they have a problem like we are seeing now. It's the same idea of having airbags and seat belts in all cars even though we know that all cars will not be involved in a crash. Those rules have allowed people to walk away from situations that used to result in a trip to the morgue.

You can't seriously be worried about additional costs for the most profitable companies on the planet?
Top 6 are oil companies.
