Water on seafloor is generally around 39 F. But even at that pressure, if it got to or right under 32 F, water by itself would not freeze.

It is a function of depth, and I'm pretty sure if you go deep enough, the temp gets down closer to 30-33 deg F.

Water will not freeze at the seafloor even though it's below 32degF because of the pressure. Water only freezes at 32degF at standard atmospheric pressure...and that's pure H2O, which seawater is not.
