Yes. With a small to mid size casino your target audience is going to be senior citizens who have nothing better to do.

Now, if you have about 800 million and want to open a golden nugget, after you spend years jumping over state and city hurdles, sure..you want to be in a growing, established city.

But if you already have that much, or 1/3 of that much combined with investors, I suggest partying as we speak.
