I would just pay for it because it is a cheap arse tea.
If it was a bad entree, I'd tell them its really bad and ask for something else. If the new dish is still bad, I'd just be like, whatever. I'm paying for this, but I'm not ever coming here again.

Huge difference in not wanting to pay for FOOD that you ordered, and not wanting to pay for a bad batch of tea.
Bad tea is easily fixed, and it's not the customer's fault... either go make a new batch and give them a fresh cup, or allow them to order something else. Generally speaking, I'd have the tea removed without even thinking about it.
On the other hand, there were several times that I had customers order food and send it back because they didn't like the way it tasted. Those people are just lost causes and usually just looking to get something for free.
