NTSB released some preliminary info about the crash. The truck was stuck on the tracks for just over one minute when it was struck, the train did dump the air and went into emergency braking but was still going 68 mph at impact. Speed limit is 70 in the area. The event data recorder was recovered and sent to DC for analysis. They did correct the part about the load being part of a wind turbine and said the trailer involved was not a low boy but rather a hydraulic platform trailer. The trailer became stuck less than a minute before the signals activated and the arms came down and impact was shortly after. So all the speculation about calling the number on the sign is mute, nothing would have prevented the crash once the truck got hung up, the crew may have saw the truck crossing the tracks and get hung up but couldn't do anything to get stopped. Bad deal.

Saw a post on FB the other day where some heavy haul driver said he went over that crossing with something very similar, included pic looked just like the one in the incident, and his outfit called the railroad a couple days prior to let them know what was coming and when. When they arrived two UP employees were there and held them for a train to go through before allowing them to cross. Obviously they were in contract with the dispatcher.
That is how it is supposed to be done.
