Part of the flow goes through a hydroelectric plant. They can stop the falls entirely when they want to, and have on occasion for one reason or another.

Only the American Falls freezes over. (And the water still flows underneath). The Canadian Falls does not freeze.

Excellent point. Most of what people refer to when they say the falls is frozen is at the base, where ice floes and frozen mist, etc, collect, at the bottom.
In fact, people used to walk across it from US to Canada.

Of course, ice does collect at the top. And this is what I mean when I say The American Falls is the one the "freezes." It is much smaller and much less water goes over it.
