No body enforces the helmet rule. Theyre everywhere in LA, but i hve to admit theyre fun and faster option than sitting in traffic or waiting for the metro.
I don't see them working in new orleans simply bc the streets are horrible and sidewalks or too high in certain areas that would require people to stop and lift the scooter up.

And the hood will figure out a way to steal them and disable the LoJack
