The officers knowing they couldnt tamper with the dashcam would be a major deterrant to "poor" behavior.
Whether it is streaming the video or not wouldn't make it anymore tamper proof.

Yes officers are entitled to privacy.
No. Not while on patrol in their patrol car or walking a beat. This has been litigated already.

What if they want to take a piss?
That would be entertaining to say the least to watch an officer piss on the side of the road from a dashcam. I'd imagine most departments would want to know about that.

What if they're called to a home for a medical situation? Then you're into some HIPA issues.
Unless the officers are providing first aid I dont know of any HIPAA provisions that are relevant here.

How about live streaming a rape investigation?
So leave it up to the victim to post or not. But thats not your real concern here...

The person back at HQ would know instantly something is going on. Also if theres a pattern of dashcams magically stop streaming before an altercation should tell you something.

I dont think they would unless you are paying someone to just focus on watching a handful of streams all the time.
And you would see the same pattern whether you are streaming or not by just having supervisors review film.

Typically for the departments that are already doing this the data is streamed to servers owned by the entity providing the streaming service, and equipment, the police department can access and view everything stored, but do not have the capability to delete data.
