The first bite can be meaningless too. If the doc is doing it right you're only taken in for observation after a snakebite and antivenom only administered if you're showing symptoms.

Adult snakes don't always inject a full dose of venom. It takes time for the body to manufacture more. Baby snakes aren't so good at striking and almost always use their full supply.
