It is, in my mind, if it's done intentionally. In the press conference, post-round, he said he purposely moved back an additional 2 yards (I think it was 2) so he could hit the same shot again, as the first one carried 2 yards farther than he wanted...
Committing a rules violation, is much closer to cheating than just being penalized. He was also penalized on that hole by having his ball going to the water hazard. That is NOT cheating.

Maybe he was confused with the “no nearer to the hole” rule
Highly unlikely someone who knows his every move is on camera would intentionally break a rule but maybe he did.
If he intentionally cheated, why would he admit to it in a presser?

Not sure. But he carefully described his actions. I'd hate to think at that point in his career he was unaware of the rules...
