I knew Richard growing up. He's from Baton Rouge and graduated from Broadmoor. Was always into some kind of shady shite to the point that I stopped hanging out with him. This does not surprise me one bit.

Does this company have like zero internal controls that this amount of hardware purchases would go by unnoticed or unquestioned?

He probably knew someone that got him the job in the first place.
He probably presented a plan to management to replace all company cell phones and get new iPads that was approved by a PO that was for a high dollar amount by getting the most expensive kind. Then he probably would actually give enough people new stuff in the main office to make it look legit and maybe ordered the least expensive kind. Do this initially over 2 years and then all of sudden the IT spend is what it is and auditors see the same amount year over year and don't question it nor does the managmenent team. Then every 3 years it's replacement time again. People at smaller companies don't understand IT or how much stuff costs.
