Must be a code among lawyers, as this is the same method whereby I came about this knowledge.
ETA: Per the lawyer that told me, hookers are generally cool with this as it makes what they're doing legal as well. Undercover cops, not so down with the modeling gig.

I'm not a legal expert, but had he only offered the chicken dinner then I think he could get off scott free. However, since he offered the dinner AND $3 it's solicitation no questions asked.
