Snow (whiteout) is bad also. I had a couple of close calls as a bush pilot in Alaska flying over the tundra on overcast days. You literally cannot distinguish the ground from the sky. A village in the distance looked like it was floating. Low level flying in inclement weather is extremely dangerous and difficult.
