Here's the common sense response. HOV lanes are a privilege awarded to those who carpool to work. This eases congestion, pollution, and gas consumption. Your sister is not doing any of those things. I despise the use of the adjective "Karen" but this screams of that.
Unless your sister was having a medical emergency (which she shouldn't be driving anyway), this argument is one that will give the cop and his buddies something to laugh about.
