because he did part a and part b of the rule. he did not do part c so subrule number 2 is why it was called incomplete. i dont agree with it but that is how they determined an incomplete catch.

STFU. They determined it was incomplete because they fricking suck at their jobs, or they are just corrupt.

Remember that time Saints stopped Bucs twice in one drive and drive got extended by incompetent officiating twice? Remember when a huge penalty was called against Honey Badger for hands to face, and replay showed he pushed a guy on the shoulder?

they actually ruled it unfortunately correctly by the rules. not that i agree with them.
