Tom Baker era Doctor really screwed up not killing the Daleks when he could have done it quite easily. Ended up causing billions of future deaths and the end of his race.
I think we need a new season of In Treatment on HBO with the doctor as a patient.

Exactly. The character of the Doctor has evolved over time but it hasn't always been for the better.
The fourth Doctor didn't destroy the Daleks because he felt that he didn't have the right to play God. The tenth Doctor, on the other hand and until he was dialed back a little, felt that it was his privilege to do so (notably in The Waters of Mars).
Seeing the Daleks start to fulfill their destiny that the Time Lords in Genesis of the Daleks warned him about must have been crushing and would certainly give thoughts about using an opportunity to correct his earlier mistake. And we know from the earlier series that it's possible to create a harsher and more warlike persona from the darker side of his personality (the Valeyard) so maybe the Doctor, in a moment of weakness, got so desperate to rid the universe of the Daleks that he actually recreated the Valeyard to lead the Time Lords into battle.
Then the Valeyard and the Time Lords got so out of control that he had to destroy them, too!
Thus, we have the Doctor that does not deserve his name.
