The algorithm makes the coins harder and harder to find (to the point of impossibility with present technology) as more are discovered.
So, yes, technically anyone CAN "just find" them, but it would take a massive investment of time and money. Larger governments cold probably do it, but it wouldn't really be worth it to them.
