What walk-on gets a scholly if someone doesn't qualify?

By my count we have exactly 85 scholarship players. If one of the signees doesn't get in then who gets that scholarship?
I say Ace Foyil because he's a Sr. Graff and Dugas would be the next two in line if I had to guess. It wouldn't shock me if one of the walk-on kickers(maybe Listi) wins the place kicking job, but I doubt it would go to a true frosh.
