hasn't USC had a position like this for years with Pat Haden in charge of it?

It should be obvious that simply because you played your position well in football has zero translation to having the tools and acumen necessary to be a program manager. I mean they aren't tackling people in the office or diagnosing defenses.

Why do you assume that "plays football good = knows how to manage a program"?

I agree but let the HC/CEO hire an Austin Thomas to handle those facets.

Conceptually I agree but realistically just don’t see the very upper echelon of the current HC’s accepting this hierarchy.
