They have 2 champions tied - no pick ... unless the B1G or Pac-12 champ is in the NCG, which is handled by that part of selection process.

If I'm looking at history correctly, the Rose doesn't affect the rotation (unless they've decided to change it). Based on history, there doesn't seem to be a pattern since the BCS NCG was added:

'07-8: Orange, Fiesta, Sugar (NCG Sugar)
'08-9: Fiesta, Sugar, Orange (NCG Orange)
'09-0: Orange, Fiesta, Sugar (NCG Rose)
'10-1: Sugar, Orange, Fiesta (NCG Fiesta)
