247 Top Target vs High Choice vs Interested vs Scout Look

When you look at targets for a class, it divides the prospects into these categories. When you look at LSU's 2014 targets, it has 5 top targets Clapp, Washington, Voorhies (I get it they are all commits), but then it also has Kain Daub and John Bonney. I've hardly heard anyone mention Bonney, why is he a top target? And how can a guy like Fournette not be a top target then? Is there any rationale behind these listings?
I'm not quite sure what the other distinctions mean as well. Scout look seems to be players vaguely on the radar, but I can't really tell a distinction between high choice and interested.
