Tile Wall and Screws Question

I have a hand shower accessory mounted to my tile wall in the shower. The mounting bracket started to pull away from the wall, so I removed and replaced the screw anchors and put some caulk in and around the anchors, let the caulk cure and remounted the bracket. Fast forward several months and the bracket is coming off again.
I was thinking when I replace the anchors again, of using something stronger than caulk (maybe epoxy?). Obviously, I want to be able to remove the mount in the future if something needs to be fixed.
Any suggestions on what to use that is stronger than caulk? Epoxy? 3M 5200 (that may be too permanent if I have to remove)?

JB Weld would work but it appears your anchors are the problem.
