Issue when quoting text on iPad

If I highlight the text then hit quote, sometimes it will work, then other times, it will just bring up the quote pop up box.

It is only happening on iPad, the highlight then hit quote works on my phone and laptop. The issue happens on both safari and google chrome.

It sucks to have to copy and paste instead of just highlight and quote, and I didn’t know if anyone else had this issue.
