Because he is unique and cannot be duplicated.
He may have been the black sheep of TD, but is that what you really want, a flock of identical white sheep with no discerning characteristics?
We need him for the same reasons we need Pectus, Kafka, Wiki, dukke v. They are the misfits of TD. Unique, irreplaceable.
el Gaucho may have been TD's crazy stupid wino curmudgeon. But any real city is going to have a crazy wino curmudgeon on the corner. If it doesn't, then it's not a real city. Let's let TD be real, and reflect the insane wonderful and sometimes strange diversity of our vast populace.
