Formatting issues on phone and desktop...

I haven't noticed it as much today, but I'm getting weird issues where when I scroll on mobile or desktop, I'm having about half the page stay the same, or links move around the page.
Phone is Android on Firefox, desktop is Chrome. Also, I'm using desktop view on the phone.
