GIMP 2.8 and File Resizing

I upgraded to GIMP 2.8 and I'm having issues reducing the file (kb) size. Has anyone been using the new update and dealt with this? Before you could save as a JPG, PNG, etc and be able to play with the quality until it's under XXkb. For some reason it's not letting me do that now (gives the option but as you reduce quality the image size is staying the same).
