Need help structuring a league

So many more people want in on the league this year. We have about 20 interested in total. The largest league I’ve ever hosted is 14. We could theoretically get it down to 16 if we have some people co-manage teams, but I’ve also given thought to two separate 10 person leagues. Obviously pros and cons to both. My main concern around the two leagues is having two separate in person drafts and the time investment this will be.

Can anyone provide advice on past experience or thoughts?
