Kamara probably out; help with options

I usually start at RB Bijan/Kamara
Flex Najee---He has to usually score a TD to make an impact.
I'm going to Flex Davonta Smith so my RBs are below:
Najee vs Ravens
Kendre Miller vs Packers
Justice Hill vs Steelers (obviously he's behind Henry, but plays a good amount and catches the ball)

I’m playing Kendre over Najee in semis this week. And would take either of them over Justice Hill.
Rankings are somewhat close, but I think Kendre has the higher ceiling.
