Same Counties and cities every election

Can’t count votes, machine problems, water leaks, power outages, bomb threats, etc. Surely something could be done to keep the same people from working the elections in these places or really anything to keep this from happening next election. My solution would be not allow their county to vote in the next election if they can’t count votes on time.
