How to get constitutional amendments passed?

Serious question here. If the Republicans can take power of the house, Senate, and presidency, what is involved in getting an amendment through? I'm asking this in regards to having a national voter ID law for Federal elections. I want something stronger than just a bill passed...I want something that's constitutionally protected.

There is zero chance of having a Constitutional amendment passed in today's political climate. 2/3 of states have to approve
