1 is immediately thrust into the top title picture
Because he’s a mainstream star that has a history with the champion and plenty of storyline options.

the other is nowhere near the top title picture and may never be in the title picture
Because he’s a niche Star who hasn’t been relevant in 7 years. Even then, his claim to fame was raging against the machine. But now what? What’s his gimmick? What’s his hook? What’s his draw? Yeah great he got that huge pop in his hometown. Cool. That was a great 5 minutes. But now what? He challenges someone out of the blue because??? There’s no narrative there. There’s no hype, no build. Just “Zomg!! It’s Happening!” IWC wet dreams. Becky and Brock have narrative elements to their returns, both for themselves and who they faced/faced off with. Hell even as bad as the Goldberg match was, the ending set up a narrative that just doesn’t impact them, but opens up possibilities for others too.

also... I doubt WWE had any plan to ever tell that story... they just lost Sasha to whatever her issue is and was like "we need a pop... quick send Becky out there"
Lol you really gotta stop reading the dirt sheets. Or at least separate the bullshite clickbait from reality.

if WWE had done its job over the last 10 years then Brock's part time contract wouldn't be needed
but since Vince is so stuck in his ways and doesn't want to try to invest in anyone who doesn't look a specific way... here we are having to rely on Cena, Goldberg, or Lesnar after babyface Roman Reigns flops

Money in the Bank... July 17, 2011... CM Punk defeats John Cena to win the WWE Championship on his final day under contract with WWE
July 18, 2011... 4.83 million people tuned into USA to see the fall out of that angle
what's been Roman's biggest rating as champion... on FOX???????
hint... half that
