Because he’s a niche Star who hasn’t been relevant in 7 years. Even then, his claim to fame was raging against the machine. But now what? What’s his gimmick? What’s his hook? What’s his draw? Yeah great he got that huge pop in his hometown. Cool. That was a great 5 minutes. But now what? He challenges someone out of the blue because??? There’s no narrative there. There’s no hype, no build. Just “Zomg!! It’s Happening!” IWC wet dreams. Becky and Brock have narrative elements to their returns, both for themselves and who they faced/faced off with. Hell even as bad as the Goldberg match was, the ending set up a narrative that just doesn’t impact them, but opens up possibilities for others too.

if WWE had done its job over the last 10 years then Brock's part time contract wouldn't be needed

but since Vince is so stuck in his ways and doesn't want to try to invest in anyone who doesn't look a specific way... here we are having to rely on Cena, Goldberg, or Lesnar after babyface Roman Reigns flops
