re: How do we solve the Bum problem in Baton Rouge?

Need to bring back poor houses and asylums. There are always going to be people who can't function in a society and we need to do something humane with them. However, letting them roam around free as a nuisance and a danger to society is the stupidest thing you can do. Put them in poor houses and asylums to care for them and keep the men separated from the women. These people don't need to procreate.
