An AT&T phone won't be able to pick up every band that Verizon provides and vice versa. I believe the way it works is the phone companies have to pay to use the signals from the FCC and each company has their different bandwidths that they use.

You will probably have horrible service using a Verizon phone on AT&T and vice versa.
