I'm sure, but how it will be done is key. Much like the cap.

Which seems to have inadvertently made it even more difficult for smaller teams to compete since mass markets like LA, BRK, and GS could basically pay a 150 million dollar luxury tax and not lose sleep. But small market teams are at a point where they are scared to spend unless all the stars are aligned.
