If this goes into affect and assuming I built a braced pistol from a stripped lower, can I just purchase a 16" upper and a stock and no longer be in violation of NFA?
Was looking at multiple uppers anyway.

Yes. You can always turn a pistol into a rifle by either installing a 16”+ barrel or have a barrel extension/ muzzle device permanently attached that brings the barrel length up to 16”+.
So yea you could put a rifle length upper on a pistol lower and be good to go even with adding a stock. The only thing you could get in trouble for is if an ATF agent was ever really pissed off at you for some reason they could try to nail you for “constructive intent” if you still had the pistol upper and a rifle lower in your house, even if they weren’t assembled together at the time.
