I agree with this part even though he still dodged using the word protest, instead saying crowds but you it's basically him saying it without saying it.

This I don't agree with. Do you really think the congressman expected him to say shut down the protests? The point of the entire line of questioning to point out the hypocrisy and politicizing of the entire saga(virus, protests).
I'm sure there was some hope he could catch Fauci off guard(which he did) enough to slip up and say something that says "gotcha"(he didn't). But I seriously doubt he expected it.
As for Faucis recommendations, he could recommend that the protests be neutralized but it wouldn't be a good move for him. As much grief as the man gets, deservedly, he didn't get to his position as the American authority on corona guidelines by being dumb or stupid. He's bought and paid for by people that you might not want to cross after taking their money.
