I've honestly never been to a U.S. state where I didn't find something interesting or enjoyable.
Take Starkville, MS for example. It's in your #10 worst state, and fits "flat and boring" pretty well, but I remember enjoying that area. There is a casino with a sportsbook nearby. MSU has a clock museum and the Grant Presidential Library. I am sure you can hunt or play golf there if you want.
If you force me to pick a "worst state," though, I guess I'd pick Massachusetts. It doesn't really have much to recommend it other than history, and a lot of that "founding fathers" stuff rings pretty hollow nowadays.
