There’s no outside reform that will help the black community in any meaningful way that hasn’t already been tried.
Real change has to come from within. The people in these communities who’ve had enough need to step up and be more vocal agents of change within the community itself. In other words, they need to urge the community to engage in a bit of introspection and make it stick. Anything else is just throwing more money at the problem.
