Do you mean player customized ratings or the ratings that come with the game?

Given that the Excel sheet that lists the stats doesn't have names...I assume it's the base stats for him in the game.
Which is ridiculous. I can think of a certain Tiger that had a ridiculous freshman campaign as a running back who, in NCAA Football 2005, was ranked a 90 OVR.

The ratings are pretty out there it seems and it seems like each team was rated independently not in relation to the rest of college football.
For example, (pretty sure) FSU's defense is a 99. Not sure how, since it's not as good as a few years ago. But you still get blown up for 300 passing yards and 3 touchdowns a game on heisman, woo!
