Needs tougher requirements and needs to be converted into a forgivable student loan program. Let it be forgiven as long as you graduate within 5 years and work in Louisiana for 5 years after graduation. If you drop out of school or move out of state shortly after graduation, then it has to be repaid as a student loan. Would be a lot easier to keep funding it that way and have it remain available for the kids who deserve it most.

I think these are some good points that the state could do. What blew me away most coming to LSU was learning about TOPS that basically anyone who wasn't brain dead could get it and they gave it to everyone. Like it or not it should be preferred to those from lower socioeconomic backgrounds.
