It's hard to blame individual parents in a lot of cases. Like the old saying goes "it takes a village to raise a child.” Well if the village is messed up that makes it hard on individual parents.
Our society as whole is messed up. Parents run the risk of OCS involvement or jail time every time they discipline their children. Yes child abuse is real, but a good yelling or a "hold your breath spanking" is not abuse, it's parenting.
Older folks like me embellish our arse whippings as kids, but for most of us they were few and far in between. The village was there to support parents in raising kids i.e. scolding kids if acting up not in a parent's presence, informing parents of kids screw-ups, and allowing parents to parent.
In this society the village is more likely to ignore kids transgressions or report parenting as abuse to authorities then to scold a child or let a parent know about the bad behavior. Kids run the show not the adults.
This coming from a parent who has never spanked his child, but always felt it was an option if need be.
